How to get rid of Chewing Lice

I am desperately trying to rid my pet of chewing lice. She is an older #$%& Tzu, a puppymill rescue we have had for two years now. I believe she has had these lice probably all of her life; she has them bad..... ADAMS shampoo is not working nor is ADAMS shampoo with Hartz Ultra Guard Powder. Please help.

I don't know I use frontline on our pet and plus I take him to the vet for his check up. And I use the shampoo for fleas and ticks.
