It would be pretty tough for him to tip it. It is pretty solid.
It seems pretty unlikely, as it is well-weighted. Also, if you like, you can pull out the blue bar on the bottom in the front and make the seat stationary if you want them to just lay or sleep in it.
honestly it depends on how active your baby is. I had to get rid of mine around 7 months my daughter was so active always trying to reach for things on the floor turning her whole body around even while she was belted in and always rocking back and fourth very fast. I just got rid of them and bought her a playpen instead so she can crawl all around and be safe while tiring herself out. If your baby is very active at the moment and tries to get out of the seat then it's not worth the risk if he tries to tun it over.
It is a very sturdy rocker, but my kids started crawling out of it at about 8 months. Once they could get out of the belt then they did tip it over. So I would say as long as your baby can't wiggle out of the belt then you should be good.
it is very sturdy. You can even put up the bottom level if you are worried.
